RED Development has unveiled the latest lineup of tenants joining PV as part of its $2 billion transformation at the former Paradise Valley Mall plaza. Six new businesses, including a celebrity chef restaurant, first-to-market concepts and standout regional favorites will continue to revive the area.
The PV location will mark the first expansion for Cala, a concept created by Phoenix-based hospitality firm Clive Collective, founded by Justin Massei and Mikis Troyan.
“PV represents the next chapter for us in the Valley and the chance to bring Cala’s signature energy to an even wider audience,” Troyan said.
Helmed by Food Network star Chef Beau MacMillan, the restaurant features a culinary vision centered around seasonal, ingredient-forward plates, drawing inspiration from the Italian Riviera to the Greek Islands and beyond. The 6,500-square-foot restaurant is slated to open in 2026, west of Blanco Reserva Cocina.
“This project gives us a blank canvas to push boundaries and reimagine the experience from the ground up,” Troyan said. “Expect a wood-fired kitchen, bold new flavor profiles and the same transportive ambiance that put us on the map in Scottsdale.”
Next year, celebrated upscale American grill Harry & Izzy’s will add to PV’s culinary offerings in a standalone 8,300-square-foot building. The sophisticated yet approachable concept, a sister restaurant to the iconic St. Elmo Steak House in Indianapolis, is beloved for its classically inspired menu, lively bar and richly designed interiors.
“Bringing Harry & Izzy’s to RED’s newly redeveloped PV is a major milestone for Huse Culinary,” CEO Craig Huse said. “Expanding beyond the Midwest has been part of our long-term vision, and we’re excited to introduce our American grill to the Phoenix, Paradise Valley and Scottsdale market.”
Other additions include Velvet Taco, Too Sweet Cakes, FACE FOUNDRIÉ, and Zara Nail Bar.
“We’re curating an elevated mix of restaurants and services that will continue to transform PV into one of the most dynamic destinations in the Southwest,” Managing Partner Mike Ebert said.
PV is a landmark redevelopment spanning more than 100 acres, anchored by a central park that hosts community events. The first phase of retail is fully leased with more to come as transformation continues into a destination for living, working, shopping and dining. For more information, visit redevelopment.com.
